̃ Focuses on the needs of priority populations

̃ Promotes the expectation that each individual can either recover from or better manage their psychiatric disability

̃ Promotes both empowerment and peer support

̃ Ensures recipient choice

̃ Reduces reliance on inpatient hospitalization

̃ Identifies and addresses individual service needs

̃ Increases provider system accountability
